What is the Shuttered Venue Operators Grant (SVOG) program?

The new Shuttered Venue Operators Grant (SVOG) program is included in the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act, which was signed into law on December 27, 2020. It is being administered by the SBA’s Office of Disaster Assistance. 

Who is it for?

Eligible organizations who experienced a loss in revenue due to COVID-19 will have the opportunity to receive up to $10 million in grants. At least $2 billion (of the total $15 billion that is allocated to the program) will be reserved for small operators with up to 50 full-time employees. 

This may include: 

  • Live performing arts organization producers 

  • Live venue operators or promoters

  • Theatrical producers

  • Talent representatives

  • Motion picture theater producers

  • Museums, zoos, and aquariums

  • Subsidies of these organizations (that also meet requirements)

What are the requirements?

Those applying must have been in operation as of February 29, 2020. Applicants must not have received a Paycheck Protection Program (PPP) loan on or after December 27, 2020. If operators received a PPP loan prior to December 27, they can still apply. 

How much would a venue operator qualify for?

Eligible applicants may qualify for grants equal to 45% of gross earned income, not exceeding $10 million. 

What help is available for small businesses?

  • Shuttered Venue Operators Grant (SVOG) — This brand new program is a grant; it will not need to be repaid and allows for a broader use of funds. Funds may be used for payroll, rent, utilities, and other costs.

  • Paycheck Protection Program (PPP) — Primarily available to cover payroll costs for employees. This may be a forgivable loan if certain requirements are met.

  • COVID Economic Injury Disaster Loan (EIDL) — Loan to cover working capital, had the pandemic not occurred.

How do venue operators apply for the SVOG?
